This report is showing the results of a two year Interreg IIIA Nord Kolarctic project, partly financed by Troms county council districts’ Department for regional development. The goal for this project has been to generate knowledge about the business policy in Russia today. Russia is experiencing a good economic development, but by taking a closer look at the economic growth in the country, we can see that it is very much dependent on a few, very big, oil, gas and mineral giants. This situation makes the Russian economy vulnerable. The Russian authorities have acknowledged this weakness with the Russian economy, and want to change this by getting more small and medium sized enterprises (SME) who can diversify the economy. This report is looking at the development of small and medium sized enterprises (SME) since the dissolution of the Soviet union in 1991. In connection to this project we have also published a report looking at the different incentives given from the Russian authorities to promote the development of Russian SME
