Minimum wage guarantee for fishermen (garantilott) is supposed to secure a minimal income for fishermen in Norway in case of poor profitability. The users of this arrangement have to be full time fishermen. The fishermen who claim this must show that there has been an effective and rational fishing during the application period.
The users of the garantilott system have an average age of around 50, most of them are settled in the county of Nordland and they belong to small scale fishing boats. The top five reasons for applying for this support is bad weather, low fish density, keep up/repair the boat, vacation and delivery problems (closed factorys). In 2009 the latter was the greater problem.
The arrangement seems to serve its purpose, but it is probably useful to assess this kind of arrangement in the fishing fleet of nowadays.
